The merging of entities.
In January 2015 the Ontario Power Authority (OPA) and Independent Electricity System Operator (IESO) merged therefore a new website was required to reflect their expanded mandate. As IESO’s agency of record, q30 was lucky enough to do the work.The challenge? Developing a new site which would combine the content and structure of two separate and very different domains with two distinct audiences: a consumer-oriented audience and various sector partners.

The sheer volume and inherent complication of data was staggering. Added to this were the natural challenges which arise out of communicating a large organizational shift both within the new organization and to all external stakeholders.

Working closely with a combined IESO/OPA team and using a determinedly user-first approach, q30 produced personas and user experience maps for eight distinct audiences, conducted over 20 stakeholder interviews, facilitated content modelling workshops, and implemented tree-testing to get proposed navigation feedback to inform everything from wireframes to content strategy.

The resulting design, architecture and navigation are a testament to the rigor of this user-focused approach.



The site, launched in March 2017, is receiving accolades from the industry and public alike. It is on brand, intuitive, easy to navigate and conforms completely with AODA standards using a responsive framework and a new robust content management solution. And yet it contains a depth of information which is simply breathtaking. Everything a good website which serves multiple stakeholders should be.
