Building a new digital platform for regulatory transformation

q30 worked with the newly formed FSRA responsible for regulating financial services and pensions in the province. They needed a website to consolidate its two previous organizations, the Financial Services Commission of Ontario (FSCO) and the Deposit Insurance Corporation of Ontario (DICO), into a cohesive digital platform.

Undertaking a large design project in the midst of a massive organizational shift is challenging. FSRA was still defining its role and brand identity when the work started. It was important to ensure that the website could grow and mature along with the FSRA, while quickly building trust with industry professionals and a wary public.

To support FSRA’s aim to foster a participatory and transparent culture amongst their stakeholders, we conducted over 10 interview sessions with key groups, including communications, administration, enforcement, and consumer outreach, along with reps from all nine regulatory sectors. The insights gained helped us develop a series of 12 unique user personas and a draft architecture conveying structure, requirements, content, and functionality to support their user’s key tasks. We then held multiple workshops with the communications team and members from each sector to validate our assumptions, made refinements based on their feedback, and then tested with internal and external users.

The new FSRA website is a dynamic space that will continue to evolve and grow as content is gradually moved over from the legacy sites. The new structure and navigation ensures flexibility, scalability and ease of maintenance, and the visual design solution prioritizes readability through clear content hierarchy, information flow, and typography.
